Because he was chosen by a crystal of God's power to fight later on as an Exorcist it left his left arm deformed - making him an outcast. He was horribly mistreated, even put in a cage once at the circus he lived in until a crazy old clown showed up.
The clown was nuts and when the clown's dog died, he thought Allen was that dog. So Allen went with him because to his it really is better than nothing. His past only continued to suck from there.
