Balthazar is a terrible, horrible, awful person who has done all sorts of nasty things, what with being a demon. But his sin is greed, meaning that while he is a sadist, he's less likely to indulge in torture; rather, he'll only do anything if he benefits from it in some way, or to save his life (well, that's... a benefit, I guess). At the same time, he's an unusual demon in that he is a gigantic traitor, having conspired with an angel to bring about hell on earth. Sure, Mammon ordered him to, but he could have easily double crossed his boss by reporting to Lucifer.
He is totally killable! Gabriel could, uh... sorry, I don't watch Supernatural, but he probably has some kind of angelic... attack or aura or something, right? That would disintegrate Balthazar. Just being in Gabriel's presence is probably going to give B a headache. Touching B will result in burns, eventually eating through his human skin if contact is prolonged. Basically Gabriel is made of holy, and Balthazar just cannot stand it.
